Chairs

In accordance with the relevant Rules of Procedure, the election of Chairs and Vice-Chairs takes place annually at the regular autumn sessions of the 1992 Fund Assembly, Supplementary Fund Assembly and 1992 Fund Executive Committee. Whereas the terms of office of the Chairs of the Assemblies and the Administrative Councils are not subject to a limited time, the Chair and Vice-Chair of the Executive Committee are limited to a maximum term of two years.

With regard to intersessional working groups, the Chair is usually agreed upon by the Assembly immediately following its decision to establish such a group and the Chair remains in that position until the Group finalises its work.

    Chair of the 1992 Fund Assembly since April 2021 and former Chair of the 1992 Fund Executive Committee (2017-2019), Ambassador Bandini has been Head of the Italian Delegation to the IOPC Funds meetings since 2013. A former Navy Lieutenant, with a degree in law and a postgraduate diploma in diplomatic studies, he has had a long and distinguished career in the diplomatic service, has held many senior positions in the Ministry of Foreign Affairs and represented Italy at various UN bodies and at the OECD in Paris. More recently he was the coordinator for Maritime Affairs and for Implementation of IMO Conventions at the Ministry and is currently coordinator of the Inter-Ministerial Commission for IOPC Funds, in the Prime Minister’s Office.

1992 Fund Executive Committee

    Chair of the 1992 Fund Executive Committee since October 2019, Gillian Grant has participated in IOPC Funds meetings since 2012. Ms Grant has a BA (Hons) from Queen’s University and a LL.B. and Masters of Public Administration from Dalhousie University. She joined the Canadian Department of Justice in 2002 and has held various positions, including leading the maritime law group at Transport Canada Legal Services. Her experience is focused on marine environmental law and international maritime law. In September 2017, she was appointed Counsellor and Alternative Representative of Canada to the International Maritime Organization (IMO). In this capacity, she leads the Canadian delegation to the Legal Committee of IMO. She also advises Canadian delegations to all IMO committees and sub-committees as well as to the IOPC Funds. She has acted as Vice-Chair of the IMO Legal Committee since 2016.

Supplementary Fund Assembly

    Chair

    Chair of the Supplementary Fund Assembly since October 2011 and member of the delegation of the Republic of Korea since October 2010. Mr Kim, Director of the Seafarers and Labour Policies Division of the Ministry of Land, Transport and Maritime Affairs (MLTM) has been working for the Korean Government since 1994, and joined the Hebei Spirit Task Force in 2010. He has a Master’s Degree in Marine Affairs and has also worked for the Organisation for Economic Co-operation and Development (OECD) as a Senior Policy Analyst in marine and fisheries issues.
