The IOPC Funds participated in the 5th Adriatic Spill Conference and Exhibition, ADRIASPILLCON 2023 which took place in Opatija, Croatia, from 16 to 18 May 2023. Organised under the auspices of the Ministry of Maritime Affairs, Transport and Infrastructure of the Republic of Croatia and in cooperation with the Adriatic Training and Research Centre for Accidental Marine Pollution Preparedness and Response (ATRAC), the event attracted a variety of national, regional and international representatives from Government, oil, chemical and shipping industries, the academic community, experts, specialised companies and equipment manufacturers.

Claims Manager, Mr Mark Homan, gave a presentation on the international liability and compensation regime for oil tanker spills and discussed the current challenges faced by the IOPC Funds.  This included the potential effects of international sanctions on the 1992 Fund, the difficulties encountered when dealing with incidents involving insurers  which did not comply with their obligations and the importance of contributions being paid in a timely manner in line with the 1992 Fund Convention.  He also presented on the International Convention on Liability and Compensation for Damage in Connection with the Carriage of Hazardous and Noxious Substances (HNS Convention), and the importance for States to accede to that Convention. He also moderated a session on oil spill response training and equipment and the analysis of maritime traffic and accident probability in the North Adriatic area.
