IOPC Funds holds Induction Course for observer States and organisations

On 28 April 2025, the IOPC Funds held an Induction Course at its headquarters in London for States and organisations with observer status to the IOPC Funds. This was the first-Induction Course focused specifically on the two stakeholders, presenting a valuable opportunity to engage on matters of mutual interest.

IOPC Funds’ Director, Gaute Sivertsen, delivered welcome remarks at the event and recognised the importance of continued engagement and cooperation between the Secretariat and representatives of States and international organisations holding observer status with the Funds. He noted that staff members were available to assist representatives attending the Funds’ meetings with any questions or support they may require regarding the organisation’s work.

Participants gained insight into the role and structure of the IOPC Funds and the legal framework governing its operations The course also covered the various  roles and responsibilities of an IOPC Funds delegate, as well as preparation towards meetings.

The Induction Course featured two dedicated sessions tailored to each category of participants. The session for observer States addressed the steps required to join the 1992 Fund and the implementation of the Conventions into national law. Participating States asked questions about the ratification process and learnt about the various outreach and training activities offered by the Secretariat. Discussions during the session dedicated to observer organisations, on the other hand, focused on areas of common interest and shared challenges currently facing the maritime and oil spill response community. Time was also spent exploring different areas for further collaboration.

Other aspects of the course focused on the various tools and support available to delegates and the latest developments at the IOPC Funds, including anticipated topics for discussion during the meeting of the governing bodies.

The course was attended by representatives from Brazil, Guatemala, Indonesia, Kuwait, Lebanon and Ukraine. Whilst the observer organisations represented were the International Association of Classification Societies Ltd (IACS), International Chamber of Shipping (ICS), the International Maritime Organization (IMO), Oil Companies International Marine Forum (OCIMF), World Liquid Gas Association (WLGA) and CEDRE.

The next Induction Course will be held specifically for Member States in advance of the October 2025 sessions of the governing bodies.  These courses are just some of the many training activities offered by the Secretariat.
