IOPC Funds participates in regional workshop on IMO Civil Liability and Compensation Conventions

The IOPC Funds contributed to a regional workshop on the IMO Civil Liability Conventions held in Alexandria, Egypt, from 7 to 11 December 2025. IOPC Funds’ Claims Manager, Mr Mark Homan, joined experts from the International Maritime Organization (IMO) and the International Group of P&I Associations to deliver the training to representatives from 18 States across the Middle East and North Africa (MENA) region.

Mr Homan provided an overview of the role and structure of the IOPC Funds and the legal framework underpinning the international liability and compensation regime for oil pollution damage. He outlined the financing of the IOPC Funds and Member States’ obligations in relation to oil reporting, emphasising the importance of submitting oil reports in a complete and timely manner.

His presentation also covered the 2010 Convention on the Carriage of Hazardous and Noxious Substances (HNS) by sea, highlighting the need for accurate reporting of HNS cargo and the IOPC Funds’ role in supporting preparations for the Convention’s entry into force.

The workshop included group exercises led by Mr Homan and other experts from the IMO and the International Group, enabling participants to apply the concepts discussed.
