At the invitation of the Ministry of Environment and Sustainable Development in Madagascar and the national agency responsible for marine pollution response (OLEP), the IOPC Funds contributed to the delivery of a national workshop on the international liability and compensation regime from 1 to 3 July 2025.

Together with ITOPF and through a combination of both presentations and practical exercises, the Secretariat explained the legal framework behind the regime before particularly focusing on the types of claims covered by the 1992 Conventions and the claims submission and assessment processes.

Claims Manager, Ana Cuesta, and Claims Administrator, Chrystelle Collier, were delighted with the active engagement of the participants, which demonstrated the commitment of the Madagascan authorities to improving preparedness and protecting potential victims against the impact of a potential oil pollution incident.

Madagascar has been a 1992 Fund Member State since 2003 and was elected to the 1992 Fund Executive Committee in November 2024.
