Online training delivered to Kenya Maritime Authority

At the invitation of the Kenya Maritime Authority, the IOPC Funds delivered remote training to representatives from the Maritime Authority, the Kenya Ports Authority and Wildlife Service as well as to a number of representatives from the Kenyan oil, fisheries and tourism industries.
The online event took place on 29 May 2025 with the aim of providing participants with a general overview of the role and structure of the IOPC Funds and an understanding of the claims submission process ahead of a national five-day exercise which is set to take place in July 2025.
Claims Managers, Matthew de Plater and Ali Kielany, and Policy Officer, Yuji Okugawa delivered the two-hour training session. Between them they covered the various types of claims covered by the 1992 Civil Liability and Fund Conventions, an overview of the criteria against which claims are assessed and an explanation of how the IOPC Funds are financed, i.e. through the submission of reports on oil received and the levying of contributions on the entities receiving the oil.
The Secretariat was pleased to have this opportunity to engage with a wide audience of interested stakeholders within Kenya and to support this positive initiative to enhance preparedness ahead of any potential incident impacting the State.
Kenya has been a 1992 Fund Member State since 2001, having also previously been a Member of the original IOPC Fund (the 1971 Fund) since 1993. Kenya is actively represented within meetings of the governing bodies and the position of 2nd Vice-Chair of the 1992 Fund Assembly is currently held by Ms Stellamaris Muthike, Principal Marine Environment Officer at the Kenya Maritime Authority.
