IOPC Funds contributes to regional workshop on IMO Civil Liability Conventions
                    The IOPC Funds contributed to a regional workshop on IMO Civil Liability Conventions in held in Batumi, Georgia, from 6 to 10 October 2025. IOPC Funds’ Claims Manager, Ali Kielany, joined experts from the International Maritime Organization (IMO) and the International Group of P&I Associations to deliver the five-day workshop to representatives from five States.
The Claims Manager provided an overview of the role and structure of the IOPC Funds and the legal framework governing the international liability and compensation regime for ship-source oil pollution. He highlighted Member States’ obligations regarding oil reporting and contributions, emphasising the importance of submitting oil reports to the IOPC Funds in a timely manner.
Later in the workshop, following a presentation by Mr Jan de Boer, Senior Legal Officer at the IMO, who gave an overview of the 2010 Convention on the Carriage of Hazardous and Noxious Substances (HNS) by sea, Mr Kielany delivered a presentation on the reporting requirements under the Convention.
The workshop also featured group exercises on the various topics addressed by Mr Kielany and other experts at the event.
