IOPC Funds publishes HNS brochure

The IOPC Funds recently published a new general overview brochure on the International Convention on Liability and Compensation for Damage in Connection with the Carriage of Hazardous and Noxious Substances ((HNS) by Sea. The brochure explains what HNS are and how the Convention works, including the type of claims covered, the financing of the HNS Fund, the reporting requirements and the requirements for entry into force.

The brochure is available online via the publications section of the IOPC Funds’ website. Hard copies can also be provided via the same section of the website on request.

Twelve States must accede to the HNS Protocol for the HNS Convention to enter into force. Eight States so far have ratified the Protocol, with commitments from four other States to do the same in the near future. It is anticipated that the HNS Convention will enter into force in 2027, some 18 months after the criteria have been fulfilled.
