IOPC Funds contributes to IMLI’s Course on the Law of Ports

On 24 February 2025, IOPC Funds’ HNS Project Manager, Gillian Grant, delivered an online lecture for the International Maritime Law Institute (IMLI) as part of its 6th annual course on the law of ports on the theme “Relevance of the HNS Convention for Ports”. The Course covers various aspects of port operations and multiple areas governed by the legal instruments of the International Maritime Organization (IMO), including marine environmental protection.
Ms. Grant provided a comprehensive overview of the 2010 Convention on the Carriage of Hazardous and Noxious Substances (HNS) by sea, its current status, and the benefits its entry into force will bring to ports. She emphasised the critical role ports will play in the administration and implementation of the HNS Convention once it enters into force.
The HNS Project Manager’s presentation was delivered to an engaged audience, who posed a variety of questions at the end of the session.
Twelve States must accede to the HNS Protocol for the HNS Convention to enter into force. Eight States so far have ratified the Protocol, with commitments from many other States to do the same in the near future. It is anticipated that the HNS Convention will enter into force in 2027, some 18 months after the criteria have been fulfilled.
IMLI, established by IMO to provide advanced education in international maritime law, is based in Malta. The Institute is offering the Course on ports as part of its mission to enhance capacity-building, particularly within government entities of IMO Member States dealing with port-related matters.
